Integrated Damage Assessment Model

The Integrated Damage Assessment Model or IDAM™ software was developed by the Volusia County Property Appraiser. It allows cities and counties to perform damage assessment functions after a natural disaster in minimum time with documented damage estimates reported in several formats, including standard FEMA reporting forms and summary reports.

The IDAM™ software program is designed to perform IA (Individual Assessment) and PA (Public Assistance) functions, as defined by FEMA and SBA. The IDAM™ software program may be preloaded with Property Appraiser/Tax Assessor database building characteristic data, including replacement costs that can be adjusted for location and local cost conditions.

If available in the Appraiser's/Assessor's database, improvement photos (photos of homes, buildings, etc.) can be imported into the IDAM™ system as the "before" photo. Responders can easily upload the "after" photos from the scene.

The IDAM™ program provides both initial damage assessment estimates (first 18-36 hours) and, later, detailed disaster damage estimates, using progressive data collection where all data from previous entries is available on subsequent ones. The program also provides for identification of Damage Assessment Teams with reports for tracking total progress as well as team quality control.

The IDAM™ software program may be used fully in "high-tech" or "low-tech" mode. The damage form is designed to be compatible with scanning technology. The IDAM™ software is a sophisticated post-disaster planning tool providing documented damage estimates that allow decision-makers to hasten disaster responses (i.e., "declaring the disaster" or not), thus facilitating the integrity of important funding decisions in disaster-stricken areas.

The IDAM™ fully integrates with qPmaps™. Users may draw on the map and then import the data into the IDAM™ or export the parcel list from the IDAM™ into the map.

The IDAM™ is menu-driven. Responders quickly and easily input data through drop-down menus and check boxes to select Event Types, and Damage Percentage to fields such as Roof, Exterior Siding, etc.

The IDAM™ is currently fully functional and available as an ''off the shelf'' software application. By mid-May, 2011, qPublic will introduce the web-based version of the IDAM™, to be followed by the launch of a smart phone/handheld version.
